Transport Policy and Politics

Overview

Course summary

This course provides an in-depth understanding of transport policy-making and political influences. You will examine how policy is shaped at national, regional, and local levels, the role of government and non-governmental actors, and the socio-demographic impacts of transport interventions. Real-world case studies allow you to assess the practical challenges of implementing transport policies.

Delivered in person at our Marylebone campus, the course features interactive lectures, discussions, and workshops led by experienced practitioners and academics.

Our tutor

Tom Cohen

The course is led by Dr Tom Cohen, Reader in Transport Policy at University of Westminster and member of the University's Active Travel Academy. Tom has a doctorate in environmental studies and has been teaching transport for eight years. Before moving into the higher-education sector, Tom spent ten years in transport consultancy, a considerable part of which was dedicated to promoting behaviour change.

Entry requirements

A first degree in a relevant subject is recommended but not essential. An interest in policy, politics, or governance is beneficial.

Course structure

Delegates will:

  • Explore historical and current transport policy in the UK
  • Examine policy at different geographical scales (national, regional, local)
  • Review consultation processes, lobbying, and stakeholder influence
  • Analyse social justice, equity, and accessibility issues
  • Develop policy briefs and responses to transport problems

Teaching and assessment

The course normally consists of 12 sessions of three hours. In 2025, sessions will take place on consecutive Tuesdays from 10am to 1pm, running from 23 September to 9 December. 

The sessions will involve lectures from staff and expert guests, and group exercises and discussions.

There are two pieces of assessed coursework:

  • Policy briefing on a transport intervention
  • Response to transport problem or opportunity (objective-setting, option generation, and high-level appraisal)

Accreditation

This course is part of the University of Westminster's MSc in Transport Planning. Successful completion earns credits towards a full MSc, Postgraduate Diploma, or Postgraduate Certificate.
