This apprenticeship equips individuals with the technical, practical, and professional skills needed for a successful career as a construction site supervisor in both the private and public sectors. Participants gain expertise in areas such as building design, building science, construction technology, site surveying, and data analysis.
Bringing together current industry practice and construction management theory, the apprenticeship leads to a Certificate of Higher Education (CertHE) in Construction Management, equivalent to the first year of a traditional undergraduate degree. Apprentices who complete this programme can progress to the Construction Site Management apprenticeship to further advance their careers.
The programme combines real-life case studies, problem-solving exercises, and work-based learning, allowing apprentices to apply their skills directly to workplace projects. Employers play a key role in supporting apprentices, ensuring they gain practical experience while developing knowledge and professional expertise.
Based in Central London, the University maintains strong connections with the construction industry. These partnerships provide valuable resources, including buildings for case studies, project materials, and opportunities for direct feedback from industry professionals.
Course structure
This is a two-year apprenticeship designed for individuals employed by a construction employer. The programme combines University-based learning with work-based training provided by the employer, giving apprentices the opportunity to apply new skills directly in the workplace.
Year 1 introduces the fundamental principles of construction management, including building materials, environmental science, and legal and regulatory frameworks. The focus is on building performance, construction methods, and regulations relevant to low-rise buildings.
Year 2 builds on these foundations, developing site management skills through modules on construction site supervision, sustainable construction technology, and preparation for the End Point Assessment (EPA). Towards the end of the year, apprentices complete the EPA, which includes an online test, a work-based project, and a professional discussion.
To complete the apprenticeship and achieve the qualification, apprentices must successfully progress through Gateway and attempt all elements of the End Point Assessment at the end of the programme in order to be awarded the qualification certificate and attend a graduation ceremony.

Accreditations
The course is recognized and accredited by the Chartered Institute of Building (CIOB), which was established in 1834 and granted a Royal Charter in 1980. This accreditation signifies a peer review process and acknowledges the achievement of quality standards in delivering this course. It is periodically reviewed to ensure that the course continues to provide high-quality education in the built environment.
The CIOB serves as this apprenticeship's End-Point Assessment Organization (EPAO). An EPAO is responsible for delivering End-Point Assessments, which are the final and most critical stage of an apprenticeship. These assessments are unbiased and conducted independently to determine whether an apprentice has demonstrated the knowledge, skills, and behaviours outlined in the apprenticeship standard.
On completing and passing the End Point Assessment, apprentices will automatically qualify for TechCIOB-L4.

Entry requirements and eligibility
Our apprenticeships are only available to those employed as part of an agreed apprenticeship scheme in a related role, who are aged 18 or over on the first day, are not in full-time education and meet the DfE funding eligibility criteria. Further details are available on our How to Apply page.
Applicants must also meet the academic entry requirements of the course:
- A Levels – BCC (104 UCAS Tariff points)
- T levels – 104 UCAS Tariff points
- International Baccalaureate – 104 UCAS Tariff points from all components of the Diploma Programme. International Baccalaureate Career-related Programme will be considered on a case-by-case basis
- BTEC Extended Diploma – DMM
- BTEC Diploma – D*D
- Access – 104 UCAS Tariff points from the Access course
If your first language is not English, you will need an IELTS of 6.0 overall, with 5.5 in each component.
Fees
Employers who pay the apprenticeship levy can use their levy funds to cover the full cost of training and assessment.
Employers who do not pay the levy benefit from government co-investment. The government covers 95% of the apprenticeship cost, and the employer is responsible for just 5% — or may not need to contribute at all.
Please note: retakes of university modules are excluded from apprenticeship funding and will incur a separate charge.
One End Point Assessment (EPA) attempt is included in the funding. Any resits are paid by the employer:
- Knowledge Test: £50
- Project (Appendix B and C): £200
- Professional Discussion: £400
Careers/professional development
This apprenticeship builds on existing workplace knowledge and experience, helping apprentices develop the skills and confidence needed to advance their careers, improve on-the-job performance, and increase job satisfaction. For employers, it demonstrates a commitment to staff development, strengthens team capability, and enhances the organisation’s appeal to future talent.
Apprentices should be employed in a role such as a trainee or assistant construction site supervisor, or in a more experienced site management position. Construction site supervisors play a key role on projects, overseeing contractors, ensuring health and safety standards are met, monitoring quality and progress, and supporting cost management. Successful completion of this apprenticeship also provides a pathway to progress onto our Level 6 Construction Site Management programme.
Course Leader
Dr. Alberto Urrutia-Moldes
Dr Urrutia-Moldes is a professional and researcher in the built environment, with over 20 years of combined experience in both industry and academia.
In industry, he has worked as a Construction Project Manager, dealing with a multidisciplinary set of customers and delivering multiple projects in challenging settings. After graduating in 1993, he worked as a Construction Manager on several projects, including hospital and educational settings. From 1998 to 2011, he worked at the Bio-Bio Regional Directorate of the Chilean Prison Service ‘Gendarmería de Chile’, heading the architecture and construction regional office, delivering capital refurbishments and working on the upgrade of the 24 prison and probation facilities across 13 cities in the Bio-Bio region. In 2011, he was appointed to work as a senior project manager, heading the PMO of the regional directorate. In January 2014, he moved to the UK to start PhD studies.
Dr Urrutia-Moldes was awarded a PhD in Architecture from the University of Sheffield in the UK after conducting cross-continental research that investigated how the built environment can affect the health and well-being of people in prison, and how this issue is addressed by designers and key decisionmakers in the design of prison facilities across Europe, North America and South America. He also explored the views of international advisers from the World Health Organisation and different United Nations offices.
He has worked as a Lecturer in the School of Applied Management of the University of Westminster since January 2024.
Teaching and assessment
At the University of Westminster, apprentices combine University-based learning with workplace experience, with additional requirements agreed with their employer to develop and demonstrate their skills. Teaching is hands-on and interactive, including lectures, seminars, practical classes, and problem-based learning, alongside independent study and assessment preparation. Apprentices are assessed through practical tasks, presentations, and coursework, giving employers clear evidence of their development while equipping them with the knowledge and skills needed to succeed in their role.
Course location
