This apprenticeship equips apprentices with the technical, practical and professional skills needed to support the commercial management of construction projects. Apprentices develop expertise in areas such as financial management of construction contracts and site production management, enabling them to contribute effectively to project delivery from an early stage.
Blending current industry practice with core quantity surveying and construction theory, the programme leads to a Certificate of Higher Education (CertHE) in Quantity Surveying and Commercial Management (Level 4), equivalent to the first year of a traditional undergraduate degree. It also provides a clear progression route to a full BSc (Hons) in Quantity Surveying and Commercial Management through the Level 6 Construction Quantity Surveyor degree apprenticeship.
Designed to support both business needs and individual career development, the apprenticeship allows apprentices to earn while they learn, applying their academic learning directly to real workplace projects. Teaching is closely aligned with professional practice, ensuring apprentices develop skills and knowledge that deliver immediate value in the workplace.
Based in central London, the University benefits from strong links with the construction and built environment sector. These industry connections enable apprentices and employers to engage with practising professionals and gain exposure to major construction and infrastructure projects, helping to develop commercially aware, work-ready professionals.
Course structure
This is a two-year apprenticeship for individuals employed by a construction employer. Apprentices split their time between work and structured training, combining practical, work-based learning with university study.
Year 1 introduces the core principles of construction, including simple building forms, building science, construction technology, site surveying, and project and commercial management.
Year 2 focuses on managing building design and procuring construction services, covering measurement, quantification, cost estimating, and the principles of contractual and site management. Apprentices complete an end point assessment based on their work experience, comprising an online test, a project, and a professional discussion.
To complete the apprenticeship and achieve the qualification, apprentices must successfully progress through Gateway and attempt all elements of the End Point Assessment at the end of the programme in order to be awarded the qualification certificate and attend a graduation ceremony.

Accreditations
The course is recognised and accredited by the Chartered Institute of Building (CIOB), which was established in 1834 and granted a Royal Charter in 1980. This accreditation signifies a peer review process and acknowledges the achievement of quality standards in delivering this course. It is periodically reviewed to ensure that the course continues to provide high-quality education in the built environment.
The CIOB serves as this apprenticeship's End-Point Assessment Organization (EPAO). An EPAO is responsible for delivering End-Point Assessments, which are the final and most critical stage of an apprenticeship. These assessments are unbiased and conducted independently to determine whether an apprentice has demonstrated the knowledge, skills, and behaviours outlined in the apprenticeship standard.
On completing and passing the End Point Assessment, apprentices will automatically qualify for TechCIOB-L4.
This course is accredited by the Royal Institution of Chartered Surveyors (RICS), the world's leading professional body for qualifications and standards in land, property, infrastructure and construction.

Entry requirements and eligibility
Our apprenticeships are only available to those employed as part of an agreed apprenticeship scheme in a related role, who are aged 18 or over on the first day, are not in full-time education and meet the DfE funding eligibility criteria. Further details are available on our How to Apply page.
Applicants must also meet the academic entry requirements of the course:
- A Levels – BCC (104 UCAS Tariff points)
- T levels – 104 UCAS Tariff points
- International Baccalaureate – 104 UCAS Tariff points from all components of the Diploma Programme. International Baccalaureate Career-related Programme will be considered on a case-by-case basis.
- BTEC Extended Diploma – DMM
- BTEC Diploma – D*D
- Access – 104 UCAS Tariff points from the Access course
If your first language is not English, you will need an IELTS of 6.0 overall, with 5.5 in each component.
Fees
Employers who pay the apprenticeship levy can use their levy funds to cover the full cost of training and assessment.
Employers who do not pay the levy benefit from government co-investment. The government covers 95% of the apprenticeship cost, and the employer is responsible for just 5% — or may not need to contribute at all.
Please note:
Retakes of university modules are excluded from apprenticeship funding and will incur a separate charge.
One End Point Assessment (EPA) attempt is included in the funding. Any resits are paid by the employer:
- Knowledge Test: £50
- Project (Appendix B and C): £200
- Professional Discussion: £400
Careers/professional development
This apprenticeship is designed for full-time trainees or assistant quantity/construction surveyors, helping them gain practical skills and a strong understanding of the construction process, including cost and contract management.
Successful completion opens the door to the Level 6 Construction Quantity Surveyor degree apprenticeship and a BSc (Hons) in Quantity Surveying and Commercial Management, boosting career prospects and progression opportunities.
Course Leader
Aravinda Adhikari
Dr Aravinda Adhikari joined the University of Westminster as a Lecturer in Quantity Surveying, bringing with him a diverse background in both academic research and industry practice. He previously served as a Teaching Assistant at the City University of Hong Kong, where he also completed his PhD in Architecture and Civil Engineering. His doctoral research focused on Building Damage Detection and Quantification using machine learning and point cloud analysis, highlighting his expertise in integrating advanced technologies with construction practices.
Aravinda holds an MSc in Construction Management from the City University of Hong Kong and a BSc (Hons) in Quantity Surveying from the University of Moratuwa, Sri Lanka. His academic journey reflects a deep commitment to advancing the field of Quantity Surveying through both teaching and research.
With professional experience as a Quantity Surveyor in Bahrain, Aravinda has applied his technical skills and industry knowledge to real-world projects, further enriching his teaching practice. At Westminster, he leads the L4 Construction Quantity Surveying Technician and L6 Construction Quantity Surveyor (CIOB) courses and serves as the Module Leader for several L5, L6, and L7 modules in Construction Management and Project Management.
In addition to his teaching responsibilities, Aravinda supervises Master's level students, guiding their research and helping them develop critical skills for the construction industry. He is also a Graduate member of the Institute of Quantity Surveyors Sri Lanka (IQSSL), reflecting his active engagement with the professional community.
Teaching and assessment
At the University of Westminster, apprentices combine University-based learning with workplace experience, with additional requirements agreed with their employer to develop and demonstrate their skills. Teaching is hands-on and interactive, including lectures, seminars, practical classes, and problem-based learning, alongside independent study and assessment preparation. Apprentices are assessed through practical tasks, presentations, and coursework, giving employers clear evidence of their development while equipping them with the knowledge and skills needed to succeed in their roles.
