
Climate Diplomacy Ten Years after Paris: The influence of the EU in Climate Change Negotiations

The upcoming COP30 in Brazil marks the 10-year anniversary of the Paris Agreement. The EU is considered one of the main architects of this Agreement, and it is seen to have exerted effective diplomatic leadership in the negotiations leading to its conclusion. The paper explores how this leadership role of the EU in climate change negotiations has changed over the last ten years, as the EU now faces the dual challenge of an increasingly complex international order, where trust in cooperation and international institutions is eroding – exemplified recently by the US (second) withdrawal from the Paris Agreement, and a de-prioritisation of climate change policies domestically across many EU member states.

About the speaker

Dr Magdalena Frennhoff Larsén
Dr Magdalena Frennhoff Larsén is a Reader in Politics and International Relations at the University of Westminster. She teaches EU studies, and her research interests are in the areas of EU external relations and international negotiations. She has produced articles on these topics for leading journals, including Comparative European Politics, Journal of Common Market Studies, Journal of European Public Policy, Policy and Politics, and International Negotiation. Her book, The EU in International Negotiations, was published by Palgrave in 2023.
