Participatory processes developed at the local level have received considerable attention. However, one of their potential main effects, their impact on public policies, has been the object of scant systematic research. Which proposals generated by citizens are recognized by public authorities and become policies and which ones are abandoned? What factors explain the fate of proposals?

Previous research has relied on case studies. The Cherry-picking project takes a more systematic approach. The research team has constructed a database of over 600 proposals from 39 participatory processes organized by local administrations in 3 Spanish regions: Andalusia, Catalonia and Madrid.
