Biography
Educated at Southampton and Newcastle Universities, Anthony has a first degree in Politics and a Masters in European Union Studies. Anthony worked as an adviser to the former Prime Minister of the United Kingdom, Sir Edward Heath KG MBE, from 1995 to 1999, specializing in European Union affairs.He joined the Commonwealth Parliamentary Association (CPA) in December 1999 as an Assistant Director. Between June 2002 and December 2006, Anthony headed the Secretary-General's office working closely with the then Secretary-General of the CPA, Hon. Denis Marshall, a former Minister in New Zealand. In addition to work at Westminster, Anthony has engaged with a number of parliaments including legislatures in Trinidad & Tobago, Jamaica, Kosovo, Kenya, Solomon Islands, Uganda, Sierra Leone, Bangladesh, Fiji & Nigeria.
This is Anthony's fifth year as a Visiting Lecturer at the University of Westminster. Anthony has also acted as a consultant for a number of international organisations including the World Bank, the European Union, the National Democratic Institute, Office for the High Commissioner for Human Rights and the Organisation for Security and Cooperation in Europe. In recent years, Anthony has completed an assessment of the work and performance of Public Accounts Committees in the British Isles and presented his research at the Annual Meeting of the Southern Political Science Association in Atlanta, Georgia in January 2010 and a Study Group on Parliamentary Audit in Helsinki, Finland (May 2010) . In 2011 and 2012 Anthony has undertaken parliamentary strengthening work in Trinidad and Tobago and Jamaica and he is currently moderating e-learning modules on Parliament and the Budget and Public Financial Management for the World Bank Institute.
Teaching Interests
Anthony's research interests include parliamentary development (particularly the work of committees and the budget process); democracy and good governance; and European Union politics.
